Server Change ip fixed

sorry wieder posten, ging meinem letzten Beitrag unbemerkt
I'm looking to open a server by ip fixed.
the ip of my windows is: 69.162.82.18
I want the Linux: 69.162.82.20
tud already tried to do and I can not release the connecção.
Already edited the mac address in linux and also has edited the files to connect the server, this is okay.
when I put ifconfig, it shows my ip now "192.162.82.20", even I restarting it continues the same ip "192.162.82.20".
I want to know where did I go wrong?
