Why windows server? Because Linux costs a lot??

If it's windows, you will need:
VMware
Centos 6.10
If it's a dedicated windows server ? If not than hamachi

And how to do it , there lot of videos on YouTube , try them , still if you can't , the come back here anytime.

You do not need hamachi, Centos 6.10 or VMware to do that.

A virtual private server (VPS) is a virtual machine sold as a service by an Internet hosting service

I've never set up a windows root myself, but you probably have to make the ports accessible for the outside, get xampp for the database for example, and the files to run the server. Maybe there are some settings you have to adjust, but there will probably be people responding to this here who have more experience with windows server.

It probably won't be much different since thats at least how I run my local Windows files, accessible just for myself.
