[English] Setting up a Last Chaos Private Server?

Hello everyone,
First of all I'm new here and was intrigued by the amount of Last Chaos hacks and things here, I think this community is amazing! Sorry that I don't know German, only English, so for this reason could each post please be in English aswell, so I can understand it ^_^
Okay, I'm thinking about starting a Last Chaos Private Server but really don't know where to start, so could anyone from this great community please tell me exactly what I need to get one running please? Please include details like this:

Server Requirements (OS/RAM/Hardrive/etc.)
The Latest Server Files (atleast with NightShadow, etc. (where to download them from aswell))
What Software I will need for Development (I plan to add features that other servers dont have, such as new class(es) and new items)
What sort of sized team, and what positions will need to be filled

Could you also please provide a complete tutorial if possible, including what host(s) I should go with for the server, how to set it up, and other things like that. I will really appreciate this and once I figure out how to use the software properly I will open the server for ALHPA testing and hire staff

Actually is there a possibility someone can help me out setting this server up properly please? I have a great feeling that I'll just mess it all up. I'll work where I can but I'd like someone to help do the bulk of it for me. Also, what host do you recommend going with for this kind of project?
Another thing, does this include the website or does the website and Item Mall need to be created separately?

those files are too old doesnt even worth playing with them
me and Aqua did lots of job and all seems bugged

u must self patch ur files

Will anyone else ever patch the files and update, or would I have to hire people to update them. Or, how do you update them yourself?

when my server works i think ill search patches and do many to update all

No one has made a P-Server except EG for LC. I think LC everyone wants to make their own P-Server for. Im willing to pay money if someone could make me a P-Server for LC, even if it dosent have EP-2
