RE 8.3 need help

ok i do no cooldown for shield offense and its work good but i have "litte" problem with mana

can someone tell me how to dececrase mana usage to 1 of that skill
or made faster mana recower something like in this movie (time 02:18)

no mana is just possible for area attacks. got it?
