If you don't delete Local.dat you will be banned in a day. I have no idea what causes this, but this was my observation. Or they removed the banned flag from the IP after a day.

The Local.dat file, located in %appdata%/Guild Wars 2/, contains all local information relating to the Guild Wars client, including settings, nicknames, and saved login information. [1]

The Local.dat file may also be found under the Guild Wars 2 folder located in your Documents folder. If it exists, it will take priority.

its possible (this is what punkbuster and VAC does)... if you want to caution on the safe side its best you virtualize windows and run your bots that way.

I got my roomate banned and anet is telling him they have 'sufficient evidence' and that his account is ****** for 6 months.. It sucks cuz he honestly never used the hacks or anything on his account.. We computer share so, yeh.
