However there is no clear answer to that as any combination of classes can dish out consistent or spike damage.

Well, you could try a lot of combinations with Mesmer and Elementalist.
For example the typical dual attunement build might be what you're after:
Elemental Attunement
Attribute Attunement (Air, Water, Earth etc)
Channeling
Arcane Echo
4 Spells without exhaustion
So as soon as you enter combat you fire up Elemental Attunement, the Attunement for your attribute and followed by channeling. This combination makes sure that you don't lose energy at all. Elemental Attunement pays back 50 % of the cost, the Attribute Attunement does the same with 30 %. And the payback is based upon the initial price, so it stacks. The remaining few energy points you'll be stealing with Channeling. If you combine this with for example Lightning Orb and some spam Lightning Spells you are doing consistent high damage. (You (Arcane) echo your most powerful spell and spam away).
You might also try the Fragility Spam. You need the combination Mesmer/Necro for it.
Fragility
Phantom Pain
Shatter Delusions
Virulence (E)
You need high points in the mesme attributes and LOW points in the Death Magic Attribute (or the one Virulence belongs too)
Start of by casting Fragility and Phantom Pain. Fragility deals like up to 30 points of damage every time a target suffers or recovers from conditions. Cast Phantom Pain, immediately shatter it afterwards - leaves a deep wound. Cast Virulence which needs a starting condition to spread 3 more conditions. After 3 seconds the conditions end (thus the low Death Magic Attribute)
So let's summarize those numbers up.
Let's say we have the typical 480 hitpoints class
60 DMG - Shatter Delusions
30 DMG - Deep Wound
+ lose 20 % based on max health due to the deep wound (drop to 384 max hitpoints)
3x30 DMG - Virulence starting condition
3x30 DMG - Virulence ending condition
Some Health Degen in those 3 seconds as well
So... at what hitpoints are we after you fired off those combination?
384-60-30-90-90- health degen -> around 100 hitpoints left
The spells above are cast in like 3-4 seconds so you did 380 damage points to a single target which are unblockable by protective spirit or protective bond as it comes in smaller portions.
Same thing with fragility you could try with a ranger and incendiary arrows or poison arrows. Whatever switches out conditions quite fast.
Another combination you might try is the Warrior/Elementalist with the famous Backbreaker - Aftershock Combination. Backbreaker knocks the target down for 4 seconds, aftershock deals insane damage when a target is knocked down.
And my last example is yet another Ele/Mesmer.
Load up some spell with hefty damage and an extreme loading time. Cast Arcane Echo and cast the spell. Fire up Glyph of Sacrifice and cast the echoed spell instant.
What Glyph of Sacrifice does is prolong the recharge duration of a spell but allows you to cast it instant. As you used it on the echoed spell... well the echo will wear off after 20 seconds and the prolonging of the reload will do so too. Which sacrifice again?
What you did was cast 2 Meteor Showers at once... can you say ouch? The target is constantly knocked down due to a small time delay between the two spells.
Basically the most powerful combinations are those that use their second profession. You can experiment a bit and pull of some nasty damage in a real short period of time.
