GTA IV multiplayer problem

so,i have bought 2 days ago GTA IV on steam for PC
i downloaded the game and as far as i can see
i can play singleplayer
but i dont understand where can i find the multiplayer option
where can i find the server browser
can some1 please explain to me how can i join a multiplayer game ?
when i click Live,i get an error,when i click Live Market,it says there is nothing there for me at the moment....

Join the singleplayer, get your phone (arrow up), and now I don't know the exact names, but there should be one multiplayer section.
You should be able to do the rest
