You used to be able to skip it using a UCE, but if you are playing on NAGC you are out of luck!
Besides it is all about timing; try to upgrade at different intervals. I got +9 neckies on Amy and Sieg without using more than a couple hundred gems (now i have +9 on all chars)

i just need to remove Elena and the delay in upgrading runes
