i uninstall the game and setup it again and every time i got error for 99% O.o and what this ?

Its just a wrong value. Just let the patcher download the files. If it is looping, try to restart it.

I think its corrupted.. try DL'ing the installer itself..
(*Just Don't Use the patcher* for DL'ng all files)

It's not corrupted. Yuzuru said it right, it's downloading more than it can handle percent-wise, and therefore it's going backwards instead of forward to compensate.

Once it reaches like -150%, it should go to like 148% and flip to the other side, then drain back into the 100% point. It's a glitch that's been there since the start I believe, but it's only visual.

Its new the Grand Chase Rebirth UI. It just came out for NAGC (The one shown in OP)

Well when this happend to me like a month ago, it would go to -300% then back to 0% then 200% then it would say "Patch error" on a file. I downloaded the file and it still had "Patch error" when it came to it. The way how it was fixed was next patch :/
