Am i Doing something wrong? Because When i tried it , i still get a degrade, everything is working fine and ive got the recommended Stuff to able to do this. Running x64 bit or watever its called.

^i think it is just only degraded sometimes when you upgrade a rune using a rune hack .

You're probably using 32bit system, it's not gonna work.
