I know I'm responding late to this, but just in case it's not too late -
You should really take into consideration the fact that most of these "topX" sites are probably sponsored, meaning that the top VPN's you get to see are not necessarily the top ones, but the one who had paid the site the most, to get there.

For that reason, if I were you, I wouldn't depend on a single site, but cross-search across multiple sites (at least 2-3), and then once you have about 2-3 specific VPN services in mind, Google search each of them separately, for honesty and genuine user and individual reviews.
