well, first of all u have to know what game u want to emulate...
then a few things u need:
- 1st: english is useful
- 2nd: Very good programming experiences
- 3rd: u have to analyze the packets send by the application
- 4th: u need a root-server (i think)
- 5th: best would be if u know/understand the sourcecode of the Game
- 6th: u should look if there are already released Emulators for ur game
- 7Th: u need REALLY MUCH TIME!!
- 8th: best would be a team of developers, that work together
