This seems not to be that great deal. It might be ok but nothing special.
CryEngine 3 itself is totally for free and these guys are "selling" CryEngine (at least it looks like) with some models not CryEngine 3. However for people who have basic knowledge of programming this may be a ok deal but for newbies this is totaly not worth it. Just download CryEngine 3, download some free to download Models/Resources/Images and use them for testing purpose.

If you ever want to do anything in game development with CryEngine just buy it.

It's easier to create games, if you don't have to do direct 3D modelling and create, record and master audio files.

To correct you:
If you ever want to do anything serious in game development with CryEngine just buy it.

For some serious projects this seems (reading the royality free thing) good, but if you only want to test (and do not know if you will continue), you should think twice about buying. Except you dont mind the 13$, then just buy it.

For a loot of content.

I don't exactly know how the editor works but I imagine that you implement the objects with the same way to a certain degree. Like placeing an elefant in to the room or couch isn't a difference and if the UI is good, which should be on game engines these todays, then you will have more fun implementing high quality content than basic stuff.
If it isn't to difficult at the begining you could get a good impression if you like it.

Nevertheless it could be so difficult that you drop it and regret spending money on it and leave with a negative impression. So do this only if you don't care about the money as said by Shadow992.
