hwid is the account that got banned and every account logged in to the same hwid after that

If i use a spoofer can i use the accounts again which got a hwid ban or will they a get a delayed ban?

Yes, you should be able to. As long as traces are removed. Make sure it's not an exploit ban though, they are usually permanent.
