If you go to Tanaris, there is a place called Lost Ridger Cave. It's near the beach. There are level 45s there in a blocked off camp. If you go in the camp and AOE, you can run out fast and walk along the fence and they get stuck! You can afk them with no risk. You could even setup a bot at the fence itself and AOE one area where they spawn.
