Sure, for free even:
If you really want to create a Server, do it yourself from scratch. Get v15 files and turn them into v19 or higher, add features that people would want to have in a server and go from there. Don't buy files from people, most have been released and are free for everyone.
Most of the releases are files that have tons of features, but are incredibly bugged or have other huge flaws in them, mostly used for taking parts and fixing them afterwards step by step.
Once you've done that, you will have superior files, that you know everything about of. Where and how things got implemented, which area needs more improvements and how to solve issues as they come up.
Don't be this ridiculously lazy, this is the worst way you could've gone about it, "Give me your files, so i can make money".
Don't be a fool, if you want to be successful - invest the time and practice to get there.
