Stay away from XAMPP... Its usage is in development, not hosted websites. Setting up IIS with PHP is an easy task if you follow youtube tutorials.
The SSL Certificate isn't really necessary as we are in a legal grey area anyway, dataprotection law is probably not the biggest concern. BUT ssl certificates can be obtained free of charge so it is always a good thing to have and should not be skipped. (Also keep in mind that some Browsers will start showing websites without a SSL Certificate as unsecure in the next couple of months)
When choosing your VPS Hosting company its important to choose one that doesnt cramp 100vps on 1 host machine, otherwise your server will lag and you will have no way of fixing that. Choose a well known hoster preferrably close to the country you live in for the best chance of getting a decent vps.
