VPS if you dont want to get over 100-200 People...
Otherwise a Root / Dedicated Server is better to handle a laagfree Gameplay with User counts over 500-800+....
In my opinion the best way to Start is to get a Small VPS (8gb RAM+ = 15€-20€), just to Start a Small Beta Server...

- VPS (Windows 2012/2016)
- Domain (No Subdomain, if you Live in EU you need SSL Certificate too)
- Files (Flyff Files)
- SQL (MSSQL 2008R2 / 2012 (R2)
- IIS (Take some Time to View Videos if you dont know how to Setup)
- ODBC (Database Connection)

so 8gb ram can handle 100 - 200 players?
so i dont need web host? if i live in asia? i dont need ssl?
what is IIS? its hard to setup in vps? what the function of IIS?

Yes, 8gb RAM should be enought for 100-200 Players. (If you go Live 16GB are better...)
My Test Server use currently 3.1GB ram, you are maybe at 3.4GB - 3.8GB.
IIS is for the Website/Patcher...
I dont know the Rights in Asia, so its better to ask Google or a Lawyer.
IIS got a higher Security level then XAMPP/MAMP (XAMPP is only safe if you use the right Version with some changed settings...)

Yes, thats right...
But IIS got a better/higher Security level, XAMPP is in my Opinion not safe enough.
At the end, its up to you, what you choose

Stay away from XAMPP... Its usage is in development, not hosted websites. Setting up IIS with PHP is an easy task if you follow youtube tutorials.

The SSL Certificate isn't really necessary as we are in a legal grey area anyway, dataprotection law is probably not the biggest concern. BUT ssl certificates can be obtained free of charge so it is always a good thing to have and should not be skipped. (Also keep in mind that some Browsers will start showing websites without a SSL Certificate as unsecure in the next couple of months)

When choosing your VPS Hosting company its important to choose one that doesnt cramp 100vps on 1 host machine, otherwise your server will lag and you will have no way of fixing that. Choose a well known hoster preferrably close to the country you live in for the best chance of getting a decent vps.

If you request what do you need to open a flyff server? There is only one answer: SKILL !!
Before you buy a server, open a local server.. If you are ready with your concept buy a ovh root (For Server) and a ovh vps with debian (Website) or something like that (For Website)..
