you´re mssql login datas are wrong or the service is not started

Check your AccountServer.ini and in :

DB_ADMIN_ID_LOGIN "sa" <--- log to mssql
DB_ADMIN__ID_LOG "sa" <--- log to mssql

And at the end :

DB_PWD_LOGIN "yourpass" <--- password to mssql
DB_PWD_LOG "yourpass" <--- password to mssql
