This was just a humorous way to tell him no (since it is already mentioned in the FAQ that we do not add servers on request). Additionally a direct "no" is often the start of a Discord PM with "Sir plz plz plz do it. Sir i beg you do it".

Can you fix Dreamer Flyff. It only keep on rotating but ddn't attack the mobs around it. Thanks

So you say it was working for you, when it was stated as broken and does not work with the updated grinder version now.
For me this sounds like you simply did not patch your game.

- Your provider has a poor connection to Europe (This is common for Asia and especially for PH-region)
- Your brandwith is used by some background application such as steam
