no they arent HWID banning or IP banning.

I can confirm they're not using HWID/IP bans at this period of time.

In the event of losing your account you can simply make a new one through EA.

If they did, I'd be first to find out as a spoofer seller. But FIFA as of this moment does not ban HWID.

No, I have been banned 3 times by EA for buying coins and using a trainer. Made a new account every time, EA is one of the few companies that still want you to spend money with them even if you cheat.
