i don't know what i did but every time when i refresh game i can collect safety check mission...

You'll have to be more specific, there are about a million glitches in WC.

BUG #1 INSTANT REPAIR
1. Repair a platoon.
2. Deploy a dog and attack a rogue
3. Deploy the dog in the attack, turn off rubi then leave the battle. LEAVE not END attack.
4. Go to your base and check the platoon that you are repairing.
5. Now while inside your base, click join battle (dog attack).
6. End attack
7. Retreat the dog and wait til it enter your base.
8. Check your platoon and its already repaired.
