I think somehow kixeye hiding it so we couldn't find. In the case it's server sided we still can find the amount of resources but can't be modified.

i can upgrads some lvl like tech center lvl 9-10 and defance lab 9-10 and cc lvl6 and storg 9-10 all lvl 9-10 in building all much time up 4 days i can but in some lvl 4-5-3 i can becouse take me so cod i can not find cod time now i upgrad my tc to lvl 9 by 1 m and lvl 10 by 1m
