Dragon City Error

I am newbie in playing Dragon City
Ive level up to 16 without knowing that i cannot send gifts, hire friends, invite friends. etc. .
I always got this error

"An error occured with Dragon City. Please try again later."


Ive tried other accounts on same pc and it works fine. .

Please help me. . .
