sugar is working properly you must do the following for example
you want a 10 pack sugar right! firts you scan a decoration that is equivalent to the character of the sugar let just say
e_resource_sugar_pack_10 is compose of 24 characters try counting them including the underscores its 24

now find the available 24 character deco and buy it the best one is e_deco_workbench_generic its a 24 char deco buy as many as you want first scan it then copy the firts and last then after that change to e_resource_sugar_pack_10 same principle applied on some materials like pick axes cross cut saw
