even if his intel lab is upgraded , this message shows up if the drac weapon he choose needs a prerequisite research weapons in weapons lab so he have not even check that before complaining

is there any way to stay around lvl 26-28 while building high level base and fleet? my sector has some lvl26 with HH and FF du4 fleets.
