Since I've seen this a lot over the past few days, yes it's true a spoofer is a detection vector but there are multiple spoofers on the market that have been undetected for years, do your research and you can avoid spending on a motherboard and drives.
However, if you want to go through the other method:
Have your brother Revo Uninstall Tarkov and all related Tarkov/BSG files on his PC, reformat Windows (don't keep any files), and switch out whichever drives he had plugged in at the time he got banned. Keep in mind we don't know exactly what BE tracks anymore when they HWID ban, since I've had people say Raid0 did not work them when avoiding HWID bans.
IP address doesn't matter here.
