if he dont have a router then he woulnd have those problems (router got build in firewall , other systems not ,and i dont think that there are system with out a router those days )
just disable your firewall and the firewall on your router (put it on minimum) and it should be fine
its the easy'st way and the less secured way but it should work
else try to figure out the ports you need , or open the dmz to your pc (like i have )
please note , i use belkin router , not all routers have that option
in any case , if you keep failing at it and keeps refusing to works , then maybe a vps is a easyer solution for you as a vps does not have firewall settings on the root (exept if you enable your firewall on the vps) and it got a static ip (your second problem)
