Not going to be because of reloadaction command. Maybe you have the encoding set to something weird? Check your connection properties. On one of the tabs it should say something about "mysql encoding."

Before i was in roc mt and then teleported to hotan and got that error. So now i cant connect. I think its bcoz of media.pk2 but i cant find working one.
