Really Need Help Vista Sever!!

Hi guys! im try to set up a vista server but i can't open ACCServer and GameServer.. when i click in the Accserver.. it pop out then it just disappead can some one tell what happen? or may be some thing wrong with my Windows Vista? im using Windows Vista Home Premium... please help me out... thank you ...

Everything is almost the same with vista and xp to me.. but just open the wamp by right click and run as admin.. make your files are correct..

i figure out now.. thank you... but lol i got problem with the game it already set very high rate composed how do change it to normal rate? please help...
