never tried to make new account, however you can include ip filter to your register script aswell, not so hard really.
and how many times do you think they will try to make new account until they dump it?

put this code at the beginning of the register script:

}

this will ban all ip addresses from 192.168.0.0 to 192.168.255.255

how about the ip addresses that are like this 200.171.224.41? will they be banned too?

this will ban 200.171.* ips.
NetRange: 200.0.0.0 - 200.255.255.255, this is ip range of mexico. for banning all ppl from mexico, you should use:

Well how can you relate the Characters to there accounts? I went to cq_user and found the player I wanted to ban, but don't know how to trace it to the account table. Help?

relation between cq_user and account tables are
account.id <==> cq_user.account_id
