Maybe you can try this

REPLACE into `cq_action` values
('8805060', '8805070', '8805650', '123', '3', '00:00 00:59');

or you can remove 8805060 for bypass times checking and replace 8805070 to id and 8805650 to id_next

Explain :

00:00 00:59 - time to take the dragon cave quest.
