Error i get when trying to open then MSG Server for going past 110*

Guys me and few other people have tryed everything we dont know what to do can anybody fix this error and make it stop needing promission to run the MSG Server. here is a ScreenShot

i had this problem when i first tested the mannequin db , it was the anti virus block it ,some times it happen for limited account user , or maybe expired version

Iv tryed to take down all my Virus Protection and still wont let me open it any clue?

U run Vista? if so, u might try rightclick on the lancher and choose "run as admin" Vista UAC really suck.. (user account control)

btw, dont take my word for this, im a noob
