[Help] New Effect ID

Hai All...
I need some help here...
i want add my owner effect..but i can't find where can i put new id for new effect...
i take one example..

PkEffect
In NPC Pk Effect Seller Action

Quote:

(25000019, 25000023, 0, 4001, 0, '169 0 604800 0')

RED = Is Pk Effect ID..

But When I find at my client...
I just got this..
