Which Tools should I use to edit soul/c3.dnp and everything else from client side ?
What client + db are the best for starting a server ?

Welcome to e*pvp, you can check my signature for a DNP Extractor thread. It's fully open source if you understand c#, or you can just download the compiled applications themselves.
