[HELP]Eudemons_phdev

I created a Private server before too now I reinstalled Windows xp and reinstalling Eudemons_phdev
My problem is:
When I run MsgServer.exe it says You are busy with editing (I'm not)

Can some1 give my a working Eudemons_phdev

(I downloaded the server files from the link at Official thread.)
