If your gonna ask a question like "How do I fix my server?" without actually providing the problem, then im not going to be able to help you, am I? Please provide as much detail and information into your reply and ill respond with the best solution I see fit.

Are you hosting the website from your server using apacher/xammp/wamp? How are you planning on having the website hosted?

How can I add an additional exp?
It would not be using the exp potion, it would be a bonus exp.
Ex:
I need an item that one of the most exp for a certain time.
Clicking on this item you'll get +30 exp for each mob killed
It would be basically a double exp only that instead of doubling it would exp aditional.
I still do not know which type would be used to determine the bonus exp

Okay add the port number 4509 to your fowarded ports and then click your wamp panel thing and find the httpd.conf file, open it using a text editor and press CTRL + F then search for 80. Once you find something that should say Listen 80 change the 80 to 4509 and restart your apache. Be sure teh port 4509 is on your firewall list thingy and then go to an internet browser and type yourip exm. 122.108.39.10 and then add :4509 to the end exm. 122.108.39.10:4509

Then players will just have to access your server website from that connection.

You could try looking into the star potions that EO used to use. Other than that, it would require the use of some pretty advance action codings which use the action types 1080, 1081 and 1082.

The design is like this, your item is attached to an action. The action executed creates a new task of ID: 8050 if it doesnt exsist already. Then you recode the actions of your monsters to check if task 8050 exists, if it does exsist it must check wether it has lasted for however many seconds. If it has lasted for however many seconds, then it will delete the task 8050. Otherwise it will award +30 exp using 1001 action type.

Im not going to make a full on action query for you because im like exhausted, but if your lucky ill write you one tomorrow.
