the problem he is having is highlighted in RED
Try these two steps to fix the problem
1. Change First Area to localhost or 127.0.0.1
2. if you are not using an account folder for accounts and your accounts are directly in your "my" folder then change the second red area

it says exactly what the error is

you are using a to new version of php that does not support mysql 4X
so you need to load a older mysq.ddl file or you need to use a differend php version who does support mysql 4.X

I can't read what it says but based on what I can read does it says port 3306 I'd not availbe

check to see if mysql is started ... and green ... if the service is not started you could get an error like this because the application isnt listening.
you dont have to open ports in your firewall to access localhost from localhost.
