Eudemons offline account

I sheach here for some info but can't find , maybe some one can help me with an problem
I create eudemons offline server all programs working server is start try login in,
but how to create account for offline server??

where i need put this??

ok then i would think the problem come from oem.dat
try to put ":9958" or ":9865" without " on the back from the ip without space example IP=127.0.0.1:9958
