i tried this guide, however when i try to register user name and password in the MsgServer file, it says something in chinese. it mentions something with "Win10"

You need to open on window server if using this database

the newest db by ultimate chaos works on win 10 it seems

MSGSERVER does not load.
My server was running for a month without any problem. after the last maintenance on March 6, it stopped working.
And it wasn’t any edition of mine, because I hadn’t configured it for weeks

No, I installed other servers and they are having the same problem, the only one that is not this problem is the "Divine fire"

many people are having the problem, what you showed is it loading, the screen after is where people get stuck, on the username/password section, just go to the newer db/client that UltimateChaos has uploaded, its the updated version of these files, plus as long as you have net framework 4.5, c++ redistributables and dxwebsetup the acc,msg and npc servers work perfect on any operating system ive tried, but from windows 7 upwards.

i would check to make sure your public ip has not changed, if you are not using static, it might of changed recently and you would have to put new in all your configs again
