The price is low because a lot of players used VPNs to pretend they were in Turkey. Thanks to that, they could get three times more EC (about 60k for 68 euros, I think). Because of that, the number of +12 scrolls increased threefolds at the very least. Lots of scrolls compared to before = price drops.
That has nothing to do with scams.
