1-You need a developer,or you will have a old version of sv.Because the dev can source code and get the latest version.
2-You need a website.
3-Setting it up shouldn't be that hard.
4-There are good server out there,I don't see the point of creating new server.

All the thai server's is lagging.

I only one i really liked was Sushidr, but it's down.. And I can't find other pservers :/ i really want to play one..

Chinese sv.you can get 5000cash per 1h,all dark element elga weapon bundle costs 100kcash.
It has ragnarok update,a new christmas map on port of winds,and TONS OF FREE ITEMS ON SHOP,a lot.

Btw,if u play 2h,and convert it into cash=10k cash,you can buy a rose that gives you 100% soul craft rate,but only for 24h.
