Is there is anyway to avoid getting banned while hacking dragon city?
like proxy or any otther thing?

AND is there is any free site gives like +1million food per submit or auto submit?

Nope. You can use any proxy, your account will be banned.
Hacks send many information for your game and it make your game shut down for a determined time.
When you will use hacks, give intervals 3 ~ 10 minutes each time.
As far as I know, don't have food hack giving more than 250.000.
