rexignation problem

this is not 'how to' problems. this is an unanswered questions. At first when i downloaded nebular's rexignation, i cant extract it. it got the errors "filre has been damaged or wrong format" then i thought my winrar ver is outdated so i update it but it is still the same. I thought it was the nebular's rexignation is outdated.

Then,when Nebular update his rexignation, i download it again but it is still the same........
