no, setting mob speed to 0 is the best you can get.
However, you might want to look into editing vac script:

If you change that to 0, that will (I think) make the mobs not move, no matter what. You might want to change pursuit range too. I did it once before, but didn't save it because I didn't see it as useful, but you might.
