question regarding what can be modified

i know that you can edit the .csv files for multiple things, but was wondering if it is possible to modify item values (drop rates, vendor prices, etc.). i was looking in the files and found some places where i could change values, but wasnt sure if something like that was client-side or server.

only the server can change the values of drops/drop rates/prices etc.

thanks...that is what i was thinking seeing as that is how it is with most games
