ohh so if I want revenge on a high lvl guy with +10 weapon and full +9 DN (lets say I know hes items cos I SS when he trade me) I know hes lvl and all about him I can make a topic on TBM with all this info pretenting im him and I want to sell the acc and get him banned :O ?

No. But if you ss every item he has, inventory, stats and stash. Then they will start investigating.

And this I am not quite sure about, they will make fake skype accounts and try to "buy" the account. Asking to see it in game first.

Nexon don't give a ****.. the only time they start investigating is when someone report you for selling the account.

they dont start investigating your acc if someone reports you, they ban you right away and you have to struggle for months with tickets and in the end when everything turns out to be ok you'll be unbanned with no compensation or ****.
