i don't think so, since the client preload when u start it, not while u are lvling/beeing ingame

It would be possible I think but would require you to make your own program to edit the values in real time.

nah as i know the client prelaunch the settings/pak when u start it, u can't edit it while using the files +i dun think that 2m reload settings after launch

change on the fly is not possible i think because as soon as the client started the files are not writable and locked.

i'm not sure if there's a unlocker out which has no influence of the client

the client will read those files when it starts up , nothing cannot be changed without exiting the game.
