Private Server Cosmos Skill problem.....

I bought a lvl 97 twinsword Cosmos...
i activated it.
i use... and it only does the animation and not the damage or the effect...
whats the problem.....?

its a private server, those kinda of things are normal lol, alot of things stay bugged till that darren fix them -.-'
