The vac hack was moved to the underground awhile ago, having said that if you know where to look you can still find traces on this forum and around the Internet. Hell the thing has been posted several times on the official boards though the Mods tend to delete it when they spot it.

All you need is tmme for the monster ID/Name, then use that to search in the info.csv

Monster limit and spawn rate are serversided. But keep looking, alot of things you can edit that aren't posted on these boards.
