but you need VPS Windows Server 2003 about 3 gb ram

all you need is XAMPP or APACHE and a dekaron server

But if i hosted the server on my PC(16gb ram 4-core and 3.3 G/Hz) and the web site on a VPS, it is possible to play after registration?

only if your registration page connects to the database on your pc, or u create some kind of synchronisation between the VPS db and Your server's DB

IF and only IF you have a 2nd pc with some ram try on that before you buy a VPS
VPS servers cost allot of money, so make sure you are getting money while the server is running
